◇BAIRAL（B’AI RA League）

BAIRAL is a study group by young research assistants (RA) of the B’AI Global Forum of the Institute for AI and Beyond at the University of Tokyo. Aiming to achieve gender equality and a guarantee of rights for minorities in the AI era, this study group examines relationships between digital information technology and society. BAIRAL organizes research meetings every other month with guest speakers in a variety of fields.

◇Abstract

Generative AI applications like ChatGPT are developed by a few leading companies in the tech sector and rapidly released to secure market positions. Policy and policy discourses do not only struggle to keep up with the pace of rollouts but take place at an expert level. Little space is given to laypeople – who must adapt to and adopt the genAI innovations – to share their opinions and experiences. Addressing this gap, we share insights on our experiences of organizing laypeople dialogues in Nigeria, Japan, and Germany. During the dialogues, participants discussed what a desirable future in light of genAI development could look like. Participants explored the consequences of technology deployment, assessed the risks, mapped stakeholders, and derived measures to achieve a desirable goal. We contribute to policy debates on generative AI by providing recommendations derived from participants’ identified requirements for generative AI to create value, as well as their suggested measures to ensure that generative AI makes social goods accessible. In our talk, we reflect on the processes and the results.

◇BAIRALとは
BAIRALは、東京大学Beyond AI推進機構B’AI Global Forumの若手RA（リサーチアシスタント）が主体となり、月に一回のペースで開催している研究会です。B’AI Global Forumでは、AI社会におけるジェンダー平等とマイノリティの権利保障という社会目標の実現に向けて研究を進めております。その一環として、BAIRALではデジタル情報技術と社会の関係について理解を深めるために、隔月、様々なゲストスピーカーの方にお話しいただいております。

◇趣旨

ChatGPTのような生成系AIアプリケーションは、テクノロジー分野のいくつかの大手企業によって開発され、市場での地位を確保するために急速にリリースされている。政策や政策論議は、市場展開のスピードに追いつくことに必死になっており、またそれは専門家レベルで行われている。一方で、生成系AIの技術革新に適応し、それを採用しなければならない一般の人々が意見や経験を共有する機会はほとんどない。この乖離に対処するために、私たちはナイジェリア、日本、ドイツで一般の人々との対話を組織した経験についての洞察を共有する。対話のなかで、参加者は生成系AIの開発を踏まえた、望ましい未来の姿について議論した。参加者は、技術の展開がもたらす影響を探り、リスクを評価し、利害関係者をマッピングし、望ましい目標を達成するための対策を導き出した。私たちは、参加者が認識した、生成系AIが価値を創出するための要件と、それが社会的利益に資することを保証するための助言を提供することで、生成系AIに関する政策議論に貢献する。講演では、対話のプロセスと結果について振り返る。
