根本豪己さん（教育部研究生）が、2024年11月9日(土)・10日(日)に新潟市で開催された日本災害情報学会（http://www.jasdis.gr.jp/）第29回学会大会で、優秀発表賞を受賞しました。

発表タイトル：福島復興を再考する：双葉町・大熊町・富岡町・浪江町の飲食店事業者の語りから（４）「賃金設定」について

研究の概要：原発被災地域における政策・制度的な「復興」を、同地域で飲食店を営む事業者の語りと実践から検証し直す一連の研究を継続して実施している。本研究では飲食店事業者における人手確保の実態に焦点を当て、事業者が現在直面している経営規模の維持への懸念や新規参入の難しさなどの課題が「高額な賃金相場」や「人手の流動性の高さ」といった秩序・構造から生じていること、またそれらの秩序・構造は復興過程において固定化されてきたものであることを示した。

なお、本研究は開沼博研究室がアドバイザーをつとめる全学「体験活動プログラム」（https://www.u-tokyo.ac.jp/ja/students/special-activities/h19.html）における、福島フィールドワークプログラムの成果の一環です。

We have been conducting a series of ongoing studies to re-examine the policies and institutional frameworks of “revitalization” in nuclear disaster-affected areas through the narratives and practices of eatery owners in these regions. This study explored the realities of securing labor and highlighted how challenges these owners face—including difficulties in entering the market and concerns over maintaining operational scale—are rooted in structural factors such as “high wage levels” and “high labor mobility.” Furthermore, it demonstrated that these structures have become entrenched during the revitalization process.
