情報を核に、減災をめざす、文理融合型の知の結節点Integrating multiple fields of information knowledge for the mitigation of disasters

総合防災情報研究センター(CIDIR)は、情報の概念を核にした、文理融合型の総合的な防災研究機関です。2008年4月、情報学環、地震研究所、生産技術研究所の連携により設立されました。

本センターは、社会情報学、地震火山学、防災工学の協働により、防災情報研究における新しい地平を切り開くとともに、東京大学の様々な防災関係研究者を学際的にネットワークし、行政、マスコミ、企業、NPOとも連携することにより、防災に関する知の結節点として機能することを目指しています。

大規模な自然災害による人的経済的な被害を軽減するために、災害危険度の判定や周知、事前の予測、災害からの避難、復旧・復興の体制作りなど「情報」のもつ役割の重要性は高まっています。本センターでは、「情報」を核に「減災」を目指し、災害による被災の軽減に役立つ成果を挙げ、社会に貢献していきたいと考えています。

本センターの研究課題は、1)災害情報が活用される条件を提示する、2)災害リスク対応指示を伝える手段を開発する、3)あるべき災害対策を具体的に提言する、4)首都直下地震が日本社会にもたらす全体像を把握する、5)若人を守り、研究を守る大学のサービス継続管理(SCM)を構築することにあります。そのために、「災害情報行動分析分野」、「地震火山総合解析分野」、「災害軽減工学分野」の3部門を置き、それぞれが連携しながら災害情報研究を推進しています。また、災害情報の教育プログラムの実施や『CIDIRニュースレター』の刊行をはじめ、社会との連携を幅広く展開しています。

The Center for Integrated Disaster Information Research draws together numerous fields of research around the central concept of information for the purpose of enhancing disaster preparedness and reducing disaster loss. It was formed in April 2004 as a result of cooperation between three institutions within the University of Tokyo: the III, the Earthquake Research Institute, and Institute of Industrial Science.

Intending to open new horizons in comprehensive information research on disaster prevention, CIDIR combines research fields such as economics, sociology, psychology, seismology, volcanology, disaster prevention engineering, socio-information studies and communication studies, CIDIR is creating an active disaster prevention network of researchers at the University of Tokyo. CIDIR aims to be a new research institute which functions as a hub for cooperation among researchers, government, private business, mass media and NPOs.

There is an increasingly important role for information in reducing the human and economic cost of natural disasters. This includes such fields as disaster risk assessment, disaster forecasting, evacuation, and post-disaster recovery. The center seeks to contribute to society by investigating and practically demonstrating the role information can play in disaster prevention and mitigation.

Major topics of research at CIDIR include: (1) demonstrating the conditions for applications of disaster information, (2) developing means to transmit information about disaster risk, (3) proposing specific disaster response measures, (4) comprehensive analysis of the effects of major urban earthquake disasters in Japan, (5) constructing service continuity management (SCM) models for the protection of university operations during disasters. The center is divided into three research fields: (1) disaster information and behavior analysis, (2) integrated analysis of earthquakes and volcanoes, and (3) disaster mitigation engineering. There are also educational programs on disaster information, and social partnerships are being developed.
